[ I am not sure that any be wanted for Ceylon, but have a look at the subject than the late Governor had. We decided rather against the address of finding that we should keep the number of Cadets in Ceylon to Eight. There last year we sent out seven, there were two left at that time, & one was shortly expected to have a post given him in consequence of the retirement of Lee des Forges.
This expectation was shortly after fulfilled (see 21978 + 23869).
It so happened that at the present moment there are actually eight cadets and so far as I can remember no vacancies have occurred this year which will reduce that number just at present]
on a P.W.D. 14 June that I am sending on a paper proposing a considerable number of Civil Service appointments should be set aside for natives. If therefore a telegram is sent to Sir A. Havelock, it should be in terms I think to the effect Pending decision on question of employment of natives I do not propose to appoint any this year - appointed last year largely because we might do without any this year.
16 June I think it not wise to stir the question by a telegram. If Sir A. Havelock insists in himself, we can deprecate it, on the grounds indicated by Mr. Lucas.
